Building Code
The Town of Holly Springs enforces the North Carolina State Building Code, which is based on the International Building Code. A list of the current codes can be obtained from the North Carolina Department of Insurance, Office of State Fire Marshal.
Note: If you own the property and will be living in the home for 12 months after completing the work as a homeowner, you can complete your own work. Permits and inspections still are required.
Electrical Requirements
- Contractor License: An electrical contractor license is required when engaging in or offering to engage in the business of installing, maintaining, altering or repairing any electric work.
- Permit: No person shall install, alter, repair, replace or relocate any electrical material, appliances or equipment without first having obtained a permit for the specific work to be performed.

Plumbing, Heating, Air-Conditioning, Fire Sprinkler Requirements
- Contractor License: A contractor license is required for any person, firm or corporation compensated for work on plumbing, heating, air-conditioning or fire sprinkler systems.
- Permit: No person shall install, replace or relocate any plumbing, heating, air-conditioning material, appliances or equipment without first having obtained a permit for the specific work to be performed.

General Contractor Requirements
- License: If the project costs $30,000 or more, you will need a license to permit (GS 87-1). Visit the North Carolina Licensing Board for General Contractors for additional information.
