Town of Holly Springs utility service includes water, sewer, garbage and recycling. A $5 non-refundable service fee and a refundable meter deposit are required to begin service. The meter deposit rates are as follows:

    Residence-Owned $45, plus $5 non-refundable service fee
    Residence-Rental $80, plus $5 non-refundable service fee
    Commercial Business $70, plus $5 non-refundable service fee

Service connections are made within 24 hours for accounts established Monday through Thursday. To establish an account on Friday, please visit the Finance Department by 3 p.m. if you need service connection that day.

Water, sewer and garbage bills (utility bills) are mailed monthly on the first working day of each month for the previous month's service based on usage. The bill is due by the 25th of each month.

Residential utility bill rates:

  • Water: $10.50 monthly access fee, plus usage fee
  • Sewer: $10.50 monthly access fee, plus usage fee
  • Second Meter: $10.50 availability plus usage fees
  • Reuse Meter: $5.25 plus usage

Solid waste fees:

  • Garbage service: $8.75 per month
  • Recycling service: $3.65 per month
  • Yard waste service: $2 per month

If you have a question about your bill, please contact the Finance Department. Town staff will re-read your meter or check for leaks, if necessary. Any bill adjustment will be made afterward.

For leaks, only the sewer portion of your bill will be adjusted after you provide documentation that the leak has been repaired.

Automatic Deduction: Set up bank draft service, which automatically deducts the amount of the utility bill on the 21st day of each month from a checking or savings account. There is no charge for this service.

Drop-Off Box: Payments may be dropped off at any time in the drop box located in the Town Hall parking lot.

In Person: Payment may be made in person at the collection desk in Town Hall, located at 128 S. Main St., Monday through Friday, 8 a.m. to 5 p.m.

Mail: Payments may be mailed to PO Box 8, Holly Springs, NC 27540.

Online: Click the water drop icon to register for this free and secure service online. Then pay with your Visa or MasterCard debit or credit card. You can choose to have your bill e-mailed rather than receive a paper bill. Find information about your account online, including gallons used and any late fees. Account balances are updated daily.

Late Fee Waivers

Utility customers who have had utility service with the Town of Holly Springs for at least 12 months are eligible for a waiver of a utility bill late fee. To waive a late fee, no other late payments can have been made within the past year of service.

Customers are eligible again for a waiver of a late fee after one fiscal year from the last request. Requests for late fee waivers must be made in writing. The waiver request must be received within 30 days of assessment.

Refunds on Residential Water Meter Deposit

Any Town utility customer who owns his/her home and has been a Town utility customer for a minimum of 12 months with no more than one late fee charged to the account during the most recent 12-month period can request a refund for the residential water meter deposit.

Town policy requires all irrigation systems be equipped with a backflow prevention device. A separate irrigation/sprinkler meter is required.

Town policy allows wells for irrigation purposes if they meet specific criteria. Irrigation wells must also be approved by Wake County. Contact the Department of Engineering for information on irrigation well requirements. Contact the Department of Building Code Enforcement for permit information.

Sewer Blockage

When a sewer blockage occurs, contact the Department of Public Works Monday through Friday, 8 a.m. - 5 p.m. After hours or on holidays, call (919) 552-6221.

The Town will access the system to determine if the blockage is on the Town's side or the property owner's side of the sewer line. The Town will clear blockages that occur on the Town's side of the sewer line, defined generally as the main sewer line, or the sewer service from the main sewer line to the sewer clean-out pipe. The sewer clean-out is typically a white, vertical, capped, 4" PVC pipe that is located at the edge of the right-of-way and provides direct access to the sewer system. Homeowners are responsible for blockages that occur in the portion of the sewer service located between the sewer clean-out pipe and the dwelling. If there is no sewer clean-out pipe at the edge of the property, the homeowner is responsible for blockages that occur anywhere in the sewer lateral.

Swimming Pools

The Town will waive the sewer charge if the customer contacts the Finance Department beforehand and follows the procedure for documenting how much water is used to fill the pool.

  • 24 hours in advance, call customer service at (919) 557-3920 or (919) 557-3922 to request a sewer charge waiver. A Public Works technician will come to the home to read the water meter before fill-up.
  • Fill the pool, taking up to 3 days but finishing before 4 p.m. on Friday. A technician will return to read the meter again and determine how much water was used.

The first time you request a sewer charge waiver, provide documentation on the size of the pool and capacity in gallons. Each time you fill your swimming pool, the technician must read the meter beforehand, then re-read it before the weekend.

Utility easements are for the purpose of maintaining the Town's water and sewer system. These easements must be kept free of tall vegetation, fences, structures, etc. Annually, the Department of Public Works traverses the easements for the purposes of inspecting, clearing and mowing.

The Town's Wastewater Environmental Compliance Laboratory performs analysis for compliance with state and federal regulations for the Town's 1.5 million gallons-per-day (mgd) wastewater treatment facility located on Utley Creek. Water Leaks

Obvious or suspected water leaks should be reported immediately to the Department of Public Works. Leaks on the yard-side of the meter are the responsibility of the water customer. Leaks on the street-side of the water meter do not affect the reading on your meter because the water does not flow through the mechanism. Repair of leaks on the street-side of the meter is the responsibility of the Town. please report any waterline breaks or suspected leaks on the public side of the meter to the Public Works office.

Once the leak has been repaired on the water customer's side, contact Finance because an adjustment may be made to the sewer portion of the bill. An adjustment is computed based on your most recent six months of water usage and compared to the period of the leak. A copy of the repair bill and a letter stating the nature of the leak should be sent or brought to the Finance Department for an adjustment.

Call Public Works to report damaged or broken water mains or to arrange for tapping into a Town water main for service. Tampering with the Town's water distribution and/or wastewater treatment network is punishable by fine.

Primary water meters (and other 3/4" meters) are supplied by the Town for the cost of the meter deposit. For larger meters, the Department of Public Works shall make a determination on the type of meter required, and the cost for the meter is incurred separately by the customer.

Irrigation meters are available for automatic systems used for lawn and landscaping irrigation. Customers are not charged wastewater fees for water flowing through the irrigation meter. Installation of an irrigation meter requires a tap into the Town's water main. Contact the Finance Department for costs and information.

Water Meter Installation (Household and Irrigation)

After a resident establishes or changes an existing water and sewer account with the Finance Department in Town Hall, the Public Works Department activates or installs water meters for customers. The department then takes monthly readings from each water meter for calculation of a customer's monthly water and sewer bill. The department uses "touch-wand" technology, a virtually error-free system, for reading water meters and calculating monthly bills. The information collected by scanners from meters is downloaded into the Finance Department computers, and bills are computed.

If you have questions about your water bill, call the Finance Department. The most common cause for unusually high water bills are running toilets or waterline leaks between the meter and the residence. Leaks on the yard-side of the meter are the responsibility of the water customer. Leaks on the street-side of the water meter do not effect the reading on your meter because the water does not flow through the mechanism. Repair of leaks on the street-side of the meter is the responsibility of the Town. Please report any waterline breaks or suspected leaks on the public side of the meter to Public Works Office

There are two basic types of water meters:

  • Primary water meters measure water usage flowing into the residence or business/office. The figures collected from these meters are used to charge customers for the water used, as well as for wastewater treatment of that used water. Water charges are set according to the amount used.
  • Irrigation meters are an option if a resident wishes to use an automatic sprinkler system for lawn and landscaping irrigation. The irrigation meter measures only the water flowing through the mechanism and does not carry the wastewater charge. Installation of a new irrigation meter requires a tap into the Town's water main. The Department of Water Quality is responsible for the maintenance of all water and wastewater (sewer) facilities. The Department of Public Works is responsible for the maintenance of all water and sewer distribution and collection lines. The Finance Department is in charge of water/sewer (utility) accounts, including billing, water connections and water disconnections. Water Supply

The Town secures its potable drinking water from both the City of Raleigh and from Harnett County.

A 16" transmission line along Holly Springs Road conveys water from Raleigh. This drinking water originates in Falls Lake, is purified at the water treatment plant in Raleigh and is then piped into Holly Springs. The arrangement is for a 1.2 million gallon per day allocation. However, Holly Springs has sharply reduced how much it buys from Raleigh to help conserve Falls Lake.

The Town's largest water supply originates from the Cape Fear River in Harnett County. The water is purified at a water treatment plant in Lillington and then conveyed via a 36" transmission line into Holly Springs. The Town is allocated 2.0 million gallons of water per day from Harnett County, with potential of up to 10 million gallons of water per day.
