A | B | C | D | E | F | G | H | I | J | K | L | M Unified Development Ordinance (UDO) The Unified Development Ordinance (UDO) contains the Town’s zoning and subdivision regulations. The UDO provides the specific regulations for new development including setbacks, landscaping, buffers, appearance, signage and lighting requirements, as well as the Town’s development review processes. The UDO was adopted by the Town Council in October, 2002, and became effective on November 8, 2002. Click here to download the ordinance. Utility Service Van Transportation Variances A variance is a special privilege granted by the Board of Adjustment to allow for site development on land that has specific conditions such as size, shape or topography that may result in practical difficulties or hardships for development. Variances require a public hearing before the Board of Adjustment prior the board's determination on the request. Vehicles Vision Holly Springs Comprehensive Plan Vision Holly Springs, the Town's Comprehensive Plan, serves as a policy guide on future land use; transportation; parks, recreation and open space; community character; business development; community facilities; infrastructure and utilities; and natural resources. The Comprehensive Plan is the primary tool that the Town staff, Planning Board and Town Council use in deciding priorities for public investment. Visitor Information The Holly Springs Chamber of Commerce is a helpful resource for prospective residents and businesses. The chamber office is located at 344 Raleigh Street, Suite 100, and is open 9 a.m. to 5 p.m., Monday through Thursday. Voter Registration & Information Voter registration forms are available in the Town Clerk's office at Town Hall. To be eligible to vote in municipal elections, a resident of the Town must be 18 years or older, a citizen of the United States and registered to vote with the Wake County Board of Elections. Municipal elections are held every two years on odd-numbered years, and special elections are held when deemed necessary. For more information, contact the Town Clerk. Wastewater Treatment/Wastewater Environmental Compliance Laboratory The Town's Wastewater Environmental Compliance Laboratory performs analysis for compliance with state and federal regulations for the Town's 1.5 million gallons per day (mgd) wastewater treatment facility located on Utley Creek. For information about water or wastewater analysis, water quality and wastewater treatment process, or to schedule a tour of the laboratory facilities, contact the wastewater laboratory. Weeds and Grass The Town has specific property maintenance requirements. Grass and noxious weeds are considered to be a public nuisance when they exceed 24 inches in height. To report tall weeds and grass, contact the Department of Building Code Enforcement. Wells See the Irrigation Wells entry. Yard Sales Residents in Holly Springs are limited to two yard sales that cannot exceed three days in duration per calendar year. Hours of the sale are limited to sunrise to sunset. For information regarding signage for your yard sale, please contact the Department of Planning & Zoning for signs on the property of the sale and the Department of Building Code Enforcement for directional signs and signs in the right-of-way for the sale. Zoning For information on zoning, zoning maps, or the Town's Unified Development Ordinance, contact the Department of Planning & Zoning. Zoning Map Change A zoning map change may be requested if you would like to use your property for a use not allowed in your current zoning district designation. A zoning map change petition is reviewed by the Planning Board, and a public hearing is held before the Town Council prior to Town Council action and determination. Adjacent property owners may file a protest petition by contacting the Department of Planning & Zoning. Click here for a list of current zoning change requests. Zoning Violations Any property that does not comply with the Town's zoning regulations may be in violation. If a property is determined to be in violation, notification will be sent by the Town to identify what action will be necessary in order to comply with the Unified Development Ordinance. Examples of zoning violations include illegal signs on private property, unauthorized home occupations, non-conforming accessory structures, or buffer or setback encroachments.
