Sewer Use Ordinance

In 2003, the Town approved an ordinance geared primarily toward commercial utility customers that restricts the amounts of grease, sand solids and pollutants utility customers can empty into the municipal wastewater collection system. The ordinance requires some utility customers to intercept or treat the pollutants before they enter the Town’s wastewater collection system. Because pollutants can interfere with wastewater collection and treatment, by restricting the amounts of pollutants emptied into the system, the ordinance helps to protect water quality while maintaining an effective wastewater collection and treatment system and adhering with state and federal laws. The Town of Holly Springs sign ordinance was adopted to regulate and control signs and their placement throughout the planning jurisdiction of the Town. A sign permit is required for nearly all signs. Contact the Department of Planning & Zoning for additional information or to request a sign permit application packet for signs on private property, or contact the Department of Building Code Enforcement for information or to request a sign permit application packet for signs in the right-of-way.

Contact the Department of Engineering for information on site distance restrictions on placement of signs near intersections.

Traffic-control signs are installed by the Department of Public Works at the direction of the Town Council on the recommendation of the Department of Engineering and the Department of Public Safety in accordance with specific criteria. To request a traffic-control sign, call the Department of Engineering at (919) 557-3938. A traffic study will be conducted in cooperation with the Police Department, and recommendations will be made by staff to the Town Council for consideration.

Street signs are installed in accordance with national standards for the location and installation of street signs. Street signs on roadways maintained by the NC Department of Transportation (NCDOT) (roadways with "S.R." or state road numbers) are installed and maintained by the NCDOT. Street signs for Town streets are installed and maintained by the Holly Springs Department of Public Works. To report missing or damaged street name signs, call the corresponding agency.

Snow & Ice Removal

Before a Storm - Depending on the weather forecast and current conditions, Public Works Department trucks are prepared with snow plows, sand and/or salt spreaders.

During a Storm - The primary goal is to keep roads passable for emergency vehicle access and public safety. Snow and ice storms may start off with sand/salt trucks scraping or chemically treating the roadways. There may two to six of these trucks on the road depending on the storm type and timing. After accumulation of 2-3 inches of snow, the Department of Public Works will begin full-scale operation, which consists of covering six plow routes with either Town vehicles or private contractors if necessary.

After a Storm - Please be aware that it takes approximately four to six hours to complete snow removal operations even after the snow has stopped. Salting may continue as needed. Once the storm tapers off, plows will continue to clean and widen roadways. The last procedure of plowing major roadways is to push back the edges, which widen the road. Once roadways are cleared, plows will proceed into subdivisions concentrating on main roads and streets within the subdivisions. Side streets and cul-de-sacs come last. We apologize for any snow this may place into driveways that may have already been cleared.

What You Can Do to Help

  • Clear drains of snow.
  • Prepare your property for snow removal by keeping fences, mailboxes, basketball hoops, bike/skateboard ramps, etc., away from the edge of the street.
  • Please do not park on the street.
  • Limit your travel if possible.
  • Please do not shovel, plow or blow snow back into the roadway. This is a public safety hazard.

The Town cannot be responsible for any damage resulting from snow removal operations to fences, mailboxes, basketball hoops, bike/skateboard ramps, etc. that are too close to the roadway.

Please Be Patient - We make every effort to plow each road as quickly as possible. However, some roads are given priority due to public safety concerns and plow route patterns.

Storm drainage systems within Town street rights-of-way are maintained by the Town. Storm drainage systems outside Town street rights-of-way are the responsibility of the property owner.

For public right-of-way maintenance issues and to report clogged, non-functioning or damaged storm drains, contact the Department of Public Works. Do not place grass clippings, leaves, brush, etc., that would restrict water flow in the street curb/gutter area. Instead, place yard waste on the edge of your front yard and off the street pavement for collection. This will assist in preventing clogged drainage arteries.

Problems can range from potholes to shrubbery blocking line-of-sight at intersections, to damaged street curbing and more.

Callers also are encouraged to leave their full name and phone number so Town employees can return their call within two business days, letting the resident know how the Town is solving the problem and when it will be corrected.

The town will make temporary repairs to state-maintained roads (Holly Springs Road, Highway 55, New Hill Road, Sunset Lake Road, Bass Lake Road, Avent Ferry Road or Grigsby Avenue), until the NC Department of Transportation State Road Maintenance office can permanently repair the thoroughfare.

You can also call the Progress Energy Customer Service Center. Be prepared to provide the following information:

Where is the light located? It is helpful to have the streetlight's pole number or "DIS" number, which is located on a yellow sign on the street side of the pole approximately five feet from the ground. You can also count the number of lights between the malfunctioning light and an obvious landmark, such as an intersection or building. Some light locations can be described by the address of the building behind it.

How is the light malfunctioning? Is the street light completely out? Or, does the light not operate during the periods of dusk or dawn? Does the light cycle off and on?

Detailed information is especially useful because these lights may be working properly when Progress Energy crews arrive.

Swimming Pools and Hot Tubs

Swimming pools and hot tubs must be enclosed by a fence not less than 5' in height with a self-closing and self-latching gate or a safety pool cover meeting certain Town regulations. A UDO Permit from the Department of Planning & Zoning is required prior to the construction or installation of any pool or hot tub. Additional permits from the Department of Building Code Enforcement are generally required to be obtained.

For additional information regarding specific regulations and setback requirements or permits, please contact the Department of Planning & Zoning. Swimming pools, both above and in-ground, may be constructed on any lot with a single-family home. For information on setbacks and permits contact the Department of Planning & Zoning. Additional permits also may be required and obtained through the Department of Building Code Enforcement.

Filling a Pool

The Town will waive the sewer charge if the customer contacts the Finance Department beforehand and follows the procedure for documenting how much water is used to fill the pool.

  • 24 hours in advance, call customer service at (919) 557-3920 or (919) 557-3922 to request a sewer charge waiver. A Public Works technician will come to the home to read the water meter before fill-up.
  • Fill the pool, taking up to 3 days but finishing before 4 p.m. on Friday. A technician will return to read the meter again and determine how much water was used.

The first time you request a sewer charge waiver, provide documentation on the size of the pool and capacity in gallons. Each time you fill your swimming pool, the technician must read the meter beforehand, then re-read it before the weekend.

Temporary Right-of-Way Signs

The Town must approve and issue a permit for all temporary right-of-way signs. Any signs placed in the right-of-way without the proper permit will be removed by the Town, and the responsible party may be subject to fines. Regular meetings of the Holly Springs Town Council are held on the first and third Tuesday of each month at 7 p.m. in Town Hall at 128 South Main Street. All citizens are invited to attend.

Requests to be placed on the agenda and appear before the Town Council must be made in writing or e-mail to the Town Clerk's office before noon on Monday of the week preceding the week of the meeting. If a concern is specific in nature and would not be a policy issue, citizens are encouraged to contact directly the appropriate Town department, the assistant Town manager or the Town manager at (919) 557-3903 for more immediate attention.

Holly Springs operates under a council/manager form of government. The Town manager is charged with administering the day-to-day operations of Town government, as well as implementing the policies enacted by the Town Council.

Town Vehicles

The Town of Holly Springs maintains a fleet of vehicles operated by Town staff. Town vehicles can be identified by the Town logo on vehicle doors. Often, the name of the department to which the vehicle is assigned is also on the vehicle door. The Town purchases vehicles at the discounted state contract price.

While many vehicles are shared within Town departments – including the Administration, Code Enforcement, Engineering, Planning and Zoning, and Public Works departments – Holly Springs police officers have individually assigned vehicles.

Assigning vehicles to individual police officers creates a cost savings to the Town because officers are able to maintain their vehicles better than they could if the vehicles were shared between several different officers. Holly Springs has assigned vehicles to individual police officers for approximately a decade. Before, when several officers shared vehicles, the vehicles needed to be replaced on nearly an annual basis due to continuous 24-hour usage. In addition to creating a tax savings, individually assigned vehicles allow officers to be deployed from home more efficiently, resulting in faster response times to emergencies.

Different Town vehicles are used frequently for Town business purposes. Sedans are used for everything from transporting Town staff to meetings to picking up Town Hall mail on a daily basis. (While the Town would prefer the Holly Springs Post Office to deliver to Town Hall, the post office does not have a downtown carrier.) Trucks carry building inspectors to properties and engineers to project sites. SUVs tow everything from traffic trailers to light towers and are used to enforce the speed limit, as well. Vans carry schoolchildren to the Town’s after-school program. PT Cruisers (purchased through a grant and approximately $4,500 less per vehicle than other Town police vehicles) are used by school resource officers, are less intimidating to school-age children and are expected to have a better resale value when they are eventually surplussed.

Traffic Signals

Public transportation around southern Wake County by wheelchair-accessible van is provided for a fee by Wake County Human Services. The transportation service, called TRACS, is available on Mondays and Thursdays from 7 a.m. to 7 p.m. and can be used for transportation from homes to a variety of places, including visits to grocery stores, medical offices, banks, post offices, shopping malls, restaurants, homes of family and friends, the Wake County Southern Regional Center, and more. The cost of the service is $2 per passenger each way per trip. To schedule a trip or for more information, call Wake County Human Services between 8 a.m. and 5 p.m., Monday through Friday, at least 24 hours in advance of the planned trip. Trips scheduled less than 24 hours in advance or outside the southern service area (within reason) may be accommodated if possible. However, the cost for these trips will be $4 each way.
