A | B | C | D | E | F | G | H | I | J | K | L | M Fences and Decorative Walls While no permit is required to construct a fence, there are several requirements that pertain to the design, placement, and construction of fences and decorative walls. Any fences that do not comply with these requirements will have to be relocated. (Note also that decorative walls more than 4 feet tall and all retaining walls require review and/or permits from both the Engineering and Building Code Enforcement departments). Height: No fence shall exceed a height of 6' in any side or rear yard or 4’ in any front yard. In certain locations, fences may be 10’ in height; please contact the Department of Planning & Zoning for detailed information. Setbacks: Although the Town does not have a setback requirement for fences, it is recommended to place the fence a few inches inside your property line so that you do not infringe on your neighbor's property. Fences and walls placed on corner lots have special setback regulations. Please contact the Department of Planning & Zoning for setback regulations and the Department of Engineering for sight distance regulations. Appearance: The finished side of a fence must face outward from the property it is built upon. If the fence is chain link and is located in the front yard, it must be black-vinyl coated. Utility Easements: Fences or other permanent structures cannot be placed on any utility easement (water, sanitary sewer, drainage, etc.) or greenway easement. Be cautious of underground utilities and easements for electric, gas, phone, cable, etc. Many lots have these easements located on them. Check the plot plan you received at the closing of your home or call the Department of Engineering to assist you with determining where those easements are located on your property. For additional information on easements, contact the Department of Engineering. Check your homeowner's association for special restrictions in your neighborhood. If you have questions or would like a planner to review your plans, contact the Department of Planning & Zoning. Fire Alarms See the Fire Prevention Inspection entry. Fire Hydrant and Valve Assistance Town policies require that only Town employees operate hydrants and valves on the water system. There are fines for unauthorized operation. To request assistance with operating valves and hydrants for testing, contact the Department of Public Works. Fire Hydrant Repairs To report a fire hydrant in need of repair, call the Department of Public Works. Fire Prevention Inspections Fire prevention inspections are performed on set schedules on new and existing commercial and multi-family residential buildings, as prescribed by Vol. V of the NC State Building Code. The purpose of these inspections is to identify activities and conditions in buildings, structures,and premises that pose dangers of fire, explosion or related hazards. Inspections are administered by the Fire-Rescue Department. New construction projects require fire protection permits, fire alarms, sprinkler systems, fire suppression systems for cooking operations, blasting permits, demolition permits and tank removal. Fire-Rescue & EMS Fire Suppression Systems See the Fire Prevention Inspection entry. Flood Zone The Town of Holly Springs Flood Plain Ordinance regulates development in flood-prone areas. In addition, the Federal Emergency Management Agency (FEMA) makes specific flood zone determinations for higher risk areas. The purpose of this determination is to designate areas in which flood insurance is required. Furniture Disposal See the Garbage & Recycling Bulky Trash entry. Garbage Collection See the Garbage & Recycling entry. Grading The Town regulates land disturbance and grading operations through its Sedimentation and Erosion Control Ordinance. Contact the Department of Engineering for more information. Grass, Tall See the Weeds and Grass entry. Greenways The Town of Holly Springs has a Master Greenway Plan and currently has four miles of developed greenways. Greenways are completed as subdivisions are developed. The greenways, when completed, will connect to other municipalities and areas in Wake County. The greenways are maintained by the Parks & Recreation maintenance staff. Halloween Annually, the Holly Springs Town Council passes a resolution regarding the Halloween holiday. Traditionally, the resolution supports trick-or-treating on the actual Halloween holiday during reasonable hours, preferably between early evening and 8:30 p.m. The 2004 resolution typically recommends trick-or-treating to be restricted to children under the age of 13 and gives a number of safety tips. Hazardous Wastes See the Garbage & Recycling Hazardous Wastes entry. Home Occupation Registration Prior to starting a home-based business or running a home office within the Town of Holly Springs or its extraterritorial jurisdiction, you must register your home occupation to verify that it will be in compliance with the Town's Unified Development Ordinance. The ordinance prohibits outside storage and the display of goods, limits signs, and regulates the number of employees and customers allowed, as well as the amount of space that is being used within the home for the business. All homeowners must obtain a privilege license from the Town prior to beginning operations. Contact the Finance Department for more information regarding this license. House Numbers The Department of Planning & Zoning coordinates assignment of street addresses. Building Code Enforcement requires property owners who have street addresses to display easy-to-read numerals at least three inches tall on their residences. Reflective numerals are recommended and should be affixed to the front of a home so that fire, police and ambulance services can quickly and easily identify the location of an emergency call. House numbers are needed at all addresses, regardless if a property owner's mailing address is a post office box. Human Resources Click here to visit the Human Resources Department website. Click here to download an overview of the plan. Information Inspections To schedule any state building code inspection, contact the Department of Building Code Enforcement. To schedule inspections of water, sewer, drainage, streets, and all "ground and below" infrastructure, contact the Department of Engineering. Prior to receiving a certificate of occupancy, a UDO certificate of compliance must be obtained for non-residential development. To schedule inspections for UDO certificate of compliance, buffer/landscape inspections, or sign installation, contact the Department of Planning & Zoning. Irrigation/Sprinkler Systems Town policy requires all irrigation systems be equipped with a backflow prevention device. A separate irrigation/sprinkler meter is required. Irrigation Wells Town policy allows wells for irrigation purposes if they meet specific criteria. Irrigation wells must also be approved by Wake County. Jobs The Department of Human Resources is responsible for recruitment, salary administration, benefits administration, personnel policies and programs for Town employees.
