Code of Ordinances, Town Holly Springs town ordinances are maintained by Municipal Code Corp. Comments/Compliments/Complaints The Town of Holly Springs is interested in your feedback. Hunt Community Center and Gymnasium, which is open Monday through Saturday. The gym and rooms are available for rent and can be reserved for a minimal fee. The community center is located at 301 Stinson Avenue. Comprehensive Plan, Vision Holly Springs Vision Holly Springs, the Town's Comprehensive Plan, serves as a policy guide on future land use; transportation; parks, recreation and open space; community character; business development; community facilities; infrastructure and utilities; and natural resources. The Comprehensive Plan is the primary tool that the Town staff, Planning Board and Town Council use in deciding priorities for public investment. Construction Drawings Construction drawings are required for all new development projects in Holly Springs. For information on requirements and review schedules, contact the Department of Engineering. Construction Inspections Construction inspections are performed on all "ground-level and under" infrastructure by the Department of Engineering. Construction Work Hours Large equipment work hours on any project are directed by Town standards between the hours of 7 a.m. and 6 p.m. on weekdays, unless otherwise approved by permit through the Department of Engineering. Development Fees Development fees are published in the Town's annual budget, which is available for review in the Town Clerk's office and on the Finance Department website. Development Review Schedule There are specific development review and approval processes for new development. For information on development standards, contact the Department of Planning & Zoning and the Department of Engineering. Drainage Driver's Licenses Driveway Permits The Department of Engineering coordinates the review and approval of new driveway connections on all streets within Town. Driveways on state-maintained streets also require review and approval by the North Carolina Department of Transportation. Easements and Rights-of-Way Easements and rights-of-way are necessary for the provision of certain public services. Below are some rules and guidelines citizens should know about these areas. Drainage, Storm Sewer or Backwater Easements These areas vary in width and are used to convey storm water runoff from properties upstream to properties downstream. For the exact location and dimensions of a drainage or storm sewer easement on your property, refer to your property survey or the recorded plat for your subdivision. Drainage and storm sewer easement maintenance is the responsibility of the property owner. Maintenance by the homeowner is important, especially keeping larger vegetation cleared, so storm runoff is not blocked or hampered. Such easements may contain a channel covered in grass, concrete or rip rap; a wetland area; a natural creek; an underground pipe; or an undefined "natural" channel. During heavy rains, water will flow outside drainage channels, creeks, easements, etc., and overflow into yards. Fences running perpendicular into these easements are discouraged because they block storm runoff. If you notice a problem with what may be clogged drainage pipes, call the Public Works Department. Sanitary Sewer Easements Rights of Way Economic Development The Town of Holly Springs Economic Development Department works closely with the Holly Springs Chamber of Commerce and the Wake County Economic Development program of the Greater Raleigh Chamber of Commerce. Economic Development staff is responsible for promotion of the Town and the Town's economic growth, and department staff work to recruit businesses and industry to the Town.
