Abandoned Cars and Vehicles

The Department of Building Code Enforcement and the Police Department work to rid Holly Springs neighborhoods of unsightly or nuisance material. To report an abandoned/junk vehicle on private property, call Building Code Enforcement. To report an abandoned/junk vehicle on a street or in the right-of-way, call the Police Department. The Town will investigate.

Accessory Buildings and Structures in Residential Districts

An accessory is a building or structure that is subordinate to the primary building or structure on the same lot. Some typical accessories in residential districts include garages, carports, porches, decks, awnings, canopies, mini barns, storage sheds, patios, outdoor fireplaces, bathhouses, cabanas, children's playhouses, swings, game courts (tennis, basketball, etc.), and parking areas. Accessory structures are smaller in size, bulk, area and height than the primary building on the lot.

Height: The height of the structure must be no more than 25 feet or the height of the primary building, whichever is less.

Setbacks: Varies by zoning district; please contact the Department of Planning & Zoning for specific information.

Permits: A UDO permit from the Department of Planning & Zoning is required prior to the construction or installation of accessory buildings or structures. Click here to download the application packet.

A building permit from the Department of Building Code Enforcement is required for any structure greater than 144 square feet. Additional permits from the Department of Building Code Enforcement may be required if electricity or plumbing is to be extended to the structure. Animal Shelter

Stray animals will be taken into custody for public safety reasons. Any animal taken into custody will be taken to the Wake County Animal Control Shelter located at 820 Beacon Lake Drive in Raleigh. Animals may be reclaimed within five shelter business days. Reclaim fees are $50 plus $8 for dogs and $6 for cats per day for each day the animal is housed. These fees must be paid at the time the animal is reclaimed.

Backflow Prevention Devices

Backflow prevention devices, which prevent cross connections between the Town's water system and a private water system, are required for all non-residential occupancies and for all lawn irrigation systems. For more information on device requirements or standards, permits, and inspections, contact the Department of Public Works.

Barking Dogs

It is unlawful for a pet owner to allow a dog to habitually or continuously bark, disrupting the neighborhood. Many times, a pet owner is unaware that a problem exists or that the barking is a nuisance to others. Try talking to the neighbor first about the dog, or call the Animal Control Officer.

Buffers

Any landscape buffer or landscape easement located on a lot adjacent to a perimeter street or a boundary of a subdivision, as established by the preliminary plan for the subdivision, shall be maintained by the owner of the lot at all times in compliance with the requirements established by the preliminary plan or Section 7.01 of the UDO.

Dead or diseased trees or shrubs located in a landscape buffer or landscape easement shall be removed and replaced with appropriate trees or shrubs, subject to the approval of the Director of Planning & Zoning. Before any removal, relocation, replacement or other alteration to the plant materials located in a landscape buffer or landscape easement, the work must be approved, in writing, by the applicable homeowners association, if any, and the Town of Holly Springs.

Removal of or damage to a buffer can result in fines. For information on Environmental Buffers (such as: Bass Lake, Neuse River, Cape Fear, etc.) please contact the Department of Engineering.

Building regulations and the Housing Code are administered by the Department of Building Code Enforcement. Permits are required for general construction to erect, enlarge, alter, remove, demolish or repair a structure, including storage sheds, decks, porches, attic or basement conversions or additions, insulation, commercial construction, and signs.

Electrical permits are required for the installation of new electrical service equipment, existing service relocation and service increases, as well as interior and exterior fixed appliances and equipment connections.

Mechanical permits are required for replacement, repair or alteration of mechanical systems, including gas lines, logs, lights, grills, and propane tanks and associated piping for flammable liquids, heating, air conditioning, and cooling and ventilation systems.

Plumbing permits are required for all plumbing work, including water service, drains, water mains, sewage disposal systems, irrigation systems, and related fixtures and appliances.

Connections to public utilities (water and sewer) require payment of connection fees. For more information about connection fees, contact the Department of Finance or Department of Engineering. Before beginning any building or repair project, contact the Building Code Enforcement Department.

Bulk water use is closely monitored through a permit system. Contact the Department of Finance for a permit and hydrant meter for street cleaning or tank filling bulk uses. Contact the Department of Engineering for a permit to "blow off" water mains or for flow testing. Unauthorized or non-permitted connection to the Town's water system for use of bulk water is subject to a fine.

Business License Applications

To operate a business, trade, profession, calling, occupation, selling or offering for sale of articles, goods or services within the corporate limits of the Town of Holly Springs, you must obtain a privilege license from the Finance Department.

A privilege license is an annual tax on the privilege of doing business within the Town's jurisdiction. The Town is not a licensing agency for any trade or profession. Privilege licenses are valid from July 1 to June 30 of each year. Fees vary according to the type of business.
