Council Enacts Town Parking Code

At its Aug. 2 meeting, the Holly Springs Town Council enacted a Town parking code. The code limits where oversized vehicles can park, prohibits all vehicles from parking along Town thoroughfares and within 15 feet of any mailbox or intersection, and sets limits on parking in privately-owned or public lots.

The parking code prohibits any oversized vehicle from parking along a public right-of-way. Oversized vehicles include vehicles with more than two axels and trailers with more than two axels. In addition, the ordinance prohibits all vehicles from parking along Town thoroughfares, such as Holly Springs Road and Main Street. Vehicles still are allowed to park on through streets within residential neighborhoods, unless parking the vehicle violates a zoning ordinance or no-parking zone.

Vehicles are not allowed to park within 15 feet of a mailbox or street intersection. (Some neighborhoods have homeowners' covenants that further restrict parking; passage of this ordinance does not affect those parking policies.)

Vehicles may not be parked on streets or in public or privately-owned parking lots, such as a shopping center parking lot, to be displayed for sale or to be washed, greased or repaired, unless repairs are due to an emergency.

Commercial vehicles, trailers and vans may not be stored on streets or in public or privately-owned parking lots, and neither may they be stopped in these locations so that merchandise or freight can be transferred from one vehicle to another. The ordinance also prohibits the storage of any commercial vehicle on a street or in a parking lot for more than 24 hours.

The new ordinance sets out penalties and fines for violating the new law.
