Town Council to Hear Public Comments Before Deciding on Enacting Town Parking Code

The Holly Springs Town Council will hear public comments on its proposal to enact a Town parking policy at its next meeting at 7 p.m. Tuesday, August 2.

Following a public hearing, the Town Council will consider adoption of an ordinance that would prohibit any oversized vehicle from parking along a public right-of-way. Oversized vehicles include vehicles with more than two axels and trailers with more than two axels.

In addition, the ordinance would prohibit all vehicles from parking along Town through streets, such as Holly Springs Road and Main Street . Vehicles still would be allowed to park on thoroughfares within residential neighborhoods, unless parking the vehicle would violate a zoning ordinance or no-parking zone. Vehicles would not be allowed to park within 15 feet of a mailbox or within a street intersection. (Some neighborhoods have homeowners' covenants that further restrict parking; passage of this ordinance would not affect those parking policies.)

The ordinance would prohibit any vehicle from being parked in a privately-owned public lot, such as a shopping center parking lot, to display the vehicle for sale; to wash it; or to grease or repair it, unless the repairs were necessitated by an emergency. The ordinance also would prohibit commercial vehicles from parking in the lot for more than 24 hours. Also, trailers or vans could not be parked in the lot to transfer merchandise or freight from one vehicle to another if the towing unit is disconnected.

The new ordinance sets out penalties and fines for violating the new law, if it is adopted.
