Update to 10-Year Town Plan to be Presented at Aug. 16 Meeting

At the Aug. 16 Town Council Meeting, the Planning & Zoning Department is to present an update of the Town's 10-Year Comprehensive Growth Plan, which was originally adopted in 1998. The update will incorporate new maps of the expected future Town boundaries, also called full build-out boundaries, which show what lands Holly Springs may one day encompass. The plan helps the Town evaluate proposed development in Town and addresses various elements of growth, ranging from land use and open space to utilities and economic development.

“The plan is important because it is the Town's ultimate guide in long-range planning for the future,” said Planning & Zoning Department Director Gina Bobber. “It gives us a picture of what Holly Springs will look like down the road.”

While the plan shows county lands that are to one day become part of Holly Springs, the Town currently has no plans to involuntarily annex any lands, Bobber said.

“Holly Springs does not have a history of annexing lands by force,” Bobber said. “What the 10-Year Comprehensive Growth Plan shows, however, is that when owners of these lands decide to develop their property or tie into the Town's water and sewer system, they would become part of the Holly Springs township in order to obtain those services.”

When the original 10-Year Comprehensive Growth Plan was released in 1998, it received the Small Community Planning Award from the North Carolina Chapter of the American Planning Association.
