Town Hall Closed for Christmas Holiday and New Year's Eve 12/13/04
Holly Springs Town Hall administration offices will be closed for the Christmas holiday Friday, Dec. 24, and Monday, Dec. 27. Town Hall also will be closed New Year’s Eve, Friday, Dec. 31. Garbage and recycling collection schedules will not be affected by the holiday. However, there will be no yard waste, bulky items or leaf collection on the holidays; these services will resume the following weeks.
Town Selling Limited-Edition Town Hall Ornaments 12/7/04
As you prepare to deck your halls this holiday season, consider adding a Holly Springs Town Hall ornament to your collection. The limited-edition Town Hall ornament is the first in what is planned to be an annual series of ornaments commemorating Holly Springs points of interest.
10th Annual Happy Holly Days Parade Marches Down Main Street Dec. 11 11/30/04
There’s no better way to get into the holiday spirit than by enjoying the 10th-annual Happy Holly Days Parade on Saturday, December 11, at 11 a.m. along Main Street. The Holly Springs parade has nearly 60 entries, including floats, bands and a special visit from Santa Claus. Concessions will be sold throughout the event in the Town Hall parking lot.
Tie a Yellow Ribbon 'Round the Christmas Tree 11/30/04
In honor of the men and women of our armed forces this holiday season, the Town of Holly Springs is inviting residents to trim the Town Hall tree with Christmas ornaments tied with yellow ribbons.
Town Hall Serves as Toys for Tots Collection Site 11/23/04
Holly Springs Town Hall is a collection site for this year’s U.S. Marine Corps Reserve Toys for Tots Program. Through the program, toys are collected and distributed to needy children in the surrounding community. To participate, bring a new, unused and unwrapped toy to the Town Hall lobby and place it in the Toys for Tots collection box by noon on Friday, Dec. 17.
Sears Elected President of Wake County Mayor's Association 11/16/04
Holly Springs Mayor Dick Sears was elected president of the Wake County Mayor’s Association for the 2005 calendar year at the group’s Nov. 15 meeting. The group of 12 mayors from each municipality in the county meets monthly to discuss a variety of topics affecting both individual towns and the region.

Detour for Holly Springs Road Section Scheduled for Nov. 20 11/12/04
A detour for a segment of Holly Springs Road west of its intersection with Main Street has been tentatively scheduled for Saturday, Nov. 20, as construction crews continue work to widen and improve the intersection.
Town Hall Closed Nov. 25 and 26 for Thanksgiving 11/12/04
Holly Springs Town Hall administration offices will be closed Thursday and Friday, Nov. 25 and 26, for the Thanksgiving holiday. There will be no yard waste, bulky items or leaf collection on the holidays; these services will resume the following weeks. During the holiday, garbage and recycling collection schedules will be behind by one day.
Ribbon Cutting to be Held for Stinson Paving and Womble Parking Lots 11/4/04
The Town of Holly Springs will hold a ribbon cutting Tuesday, Nov. 16, for the completion of a Town project that included the paving of Stinson Avenue through Womble Park, the paving of a sidewalk along the road, and the installation of two parking lots, lights and landscaping at the park. The Nov. 16 ceremony will be brief and will begin at 5:30 p.m. in the parking lot closest to the Hunt Community Center; the public is invited to attend. The ceremony will include remarks by Holly Springs Mayor Dick Sears, as well as the ribbon cutting itself, and Town staff members who worked on the project will be recognized.

Goodson Recognized for Achievement and Volunteer Efforts 10/29/04
When Town of Holly Springs Engineering Department Director Stephanie Sudano hired Elizabeth Goodson as Development Review Engineer last month, she knew Goodson was talented. With a background working in an environmental and geotechnical engineering firm added to a degree in construction engineering and management from NC State University, Goodson came highly lauded.
Volunteers Needed to Fill Planning Posts 10/25/04
Interested in Town government? The Town of Holly Springs Department of Planning & Zoning works with two citizen committees – the Planning Board and Board of Adjustment – appointed by the Town Council to assist in making recommendations on proposed Holly Springs developments. Volunteers are needed to fill positions on these committees.

Town Receives $200,000 Grant for Downtown Streetscape Project 10/15/04
Wide, brick sidewalks that connect neighborhoods to businesses, the future library and cultural center, and churches on both sides of the street; comfortable benches that provide resting places amid eye-catching landscaping; decorative streetlights and signage that provide identity – all these additions and more will soon create a more attractive, pedestrian-friendly downtown Holly Springs, thanks in part to a grant from the NC Department of Transportation (NCDOT).

Hazard Mitigation Plan Goes Before Council Oct. 19 10/7/04
At the regularly scheduled Town Council meeting at 7 p.m. on October 19, 2004, the Town of Holly Springs Engineering staff will be recommending approval of the final 2004 Hazard Mitigation Plan.
Engineering Department Teaches Lesson in Environmental Protection 10/4/04
Fourth-grade students at Holly Ridge Elementary School were visited recently by the Town of Holly Springs Engineering Department for a lesson in protecting the environment. Environmental Specialist Heather Keefer spoke to students about various ways the Town Engineering Department protects the environment, as well as what students can do at home to keep the environment clean.

Sponsorships Now Available for Holly Springs Youth Athletics Teams 9/30/04
The Holly Springs Parks & Recreation Department is beginning a sponsorship program for youth athletics that will keep registration costs at a minimum while giving businesses and individuals a unique advertising opportunity.
Town Upgrading to Radio-Read Water Meters 9/29/04
While it isn’t rocket science, the way the Town reads water meters is going high-tech. Town employees recently took their first reading of a portion of new and upgraded Town water meters by radio frequency using a laptop computer as they drove around neighborhoods in a Town of Holly Springs vehicle.

North Carolinians typically may relate the onset of fall with cooler weather and changing leaves, but fall is also the ideal time to treat red imported fire ants, an invading insect species that has spread into Wake County and the Town of Holly Springs during recent years.

Holly Springs Brochure Wins International Award 9/24/04
The Holly Springs Economic Development Department’s 2004 Community Profile brochure was announced the first-place winner of an international award for the best special-purpose brochure from an area with a population of less than 50,000. The honor was bestowed by the International Economic Development Council (IEDC) at its annual conference in St. Louis, MO. In addition to recognition, the Holly Springs brochure was displayed in the conference exhibit hall throughout the three-day event.
October 8 Is Deadline for Voter Registration 9/24/04
Election Day isn’t until Nov. 2, but the deadline for registering to vote is now! Oct. 8 is the last day voter registration will be accepted for the November elections. Voter registration applications must be postmarked Oct. 8 or hand-delivered to the Wake County Board of Elections no later than 5 p.m. that Friday.
Bass Lake Dedication Ceremony to be Held Oct. 2 9/20/04
To celebrate the opening of Bass Lake Park & Retreat Center, the Town of Holly Springs is holding a dedication event on Saturday, Oct. 2, from 10 a.m.-2 p.m. at the park. Highlights of the dedication include a ribbon-cutting at 11:30 a.m., a free pig-pickin’, and hands-on environmental education booths and displays from national and state agencies.

As Holly Springs grows and Town facilities are built away from the downtown Town Hall campus, the cost for providing phone and Internet connections to the remote facilities is rising while the travel time for employees who work in the field is increasing. Solution: The Town of Holly Springs is implementing wireless Internet and phone service and is saving money in the process. Added Bonus: The Town is considering opening wireless Internet service to the public at hot spots.

While the name Holly Springs brings to mind a red and green color scheme, a drive along many major Town thoroughfares will show Holly Springs decked in orange, seemingly the temporary Town color as work continues on a number of road improvement projects this year. Below is an update on the progress of the road projects.

Along with the weight machines and treadmills, aerobics classes and group sports offered at the Hunt Community Center, a unique program for residents gives personalized, one-on-one attention to participants – the Personal Trainer/Fitness Consultant program. After a fitness test, Personal Trainer Jackie Miller works with participants one-on-one or in small groups to design the best personalized workout and nutrition program, and to help participants stay motivated. Recently, Holly Springs Mayor Dick Sears tried out the service. After 12 weeks with Miller, working one day a week with her and exercising several times a week without her, the mayor’s results are in!

Along with the growing population in Holly Springs comes an ever-increasing demand for Town services. About one family moves to Holly Springs every day, and future population estimates continue to show the Town growing in leaps and bounds, with potentially 19,000 residents by 2007. Town leaders are constantly preparing for the future and the increasing demand for Town services, including one essential service – wastewater treatment.

Bad news: Hurricane Charley is on his way toward the Triangle. Good news: The Town of Holly Springs received a permit from the state Aug. 12 to activate the dam at its newest park – Bass Lake Park – which opened its doors last weekend.

Lace your hiking boots and grab your fishing poles; Bass Lake Park is officially open! Although the lake level is nearly 4 feet low as the Town awaits the state’s approval on a permit to activate the dam, many activities at the park are available.

During its Aug. 3 meeting, the Holly Springs Town Council accepted the resignation of Councilman Mike Taylor and voted to request former Town Attorney Ernie Pearson to fill the position. Holly Springs Mayor Dick Sears contacted Pearson Aug. 4, and Pearson accepted the nomination. He will be sworn in at the Aug. 17 meeting.

Thanks to the completion of the Town’s new Pump Maintenance Building – the first ever in Holly Springs – residents can continue to rest assured that their wastewater will continue to be safely conveyed to the reclamation plant without a glitch.

Rise and shine, Holly Springs residents! The Town Parks & Recreation Department is now opening the doors to the Hunt Community Center fitness room at 6 a.m. on weekdays.

A different look and packaging will greet Town residents and businesses when they receive their utility bills the week of August 1. Due largely to public demand, the Town is doing away with the postcard format. Instead, utility bills will be printed on letter-sized paper and mailed in envelopes.
Residents Invited to Public Safety Station Dedication Ceremony and Open House 7/28/04
The Holly Springs Public Safety Department is inviting residents to drop by its new headquarters for a dedication ceremony and open house Thursday, August 19, at 6:30 p.m.
Hazard Mitigation Plan: Notice of Public Hearing 7/26/04
At the regularly scheduled 7 p.m., Aug. 3, 2004, meeting of the Town Council, the public will have an opportunity to comment on the Town of Holly Springs Hazard Mitigation Plan.
Town Now Accepts Credit Cards for Residential Fees 7/16/04
Holly Springs residents now have an additional option for paying utility bills – by credit card. Beginning in July, the Town is accepting payment for any residential fee via MasterCard or Visa credit or debit card, both over-the-counter at Town Hall and by telephone.
Town Adding Additional Recycling Igloos, Cardboard Bin, Downtown 7/16/04
In March, the Town of Holly Springs set up a downtown recycling center with igloos for collecting common household recyclables. Because of the large amount of materials deposited at the recycling center, the Town is expanding the center, adding additional igloos and a bin for collecting cardboard.
Holly Springs to be Represented on County Board 7/16/04
While Wake County moves forward with plans to open a library in Holly Springs in 2006, the county also appointed Holly Springs resident Barb Sack to represent the town on the Wake County Library Commission.
Town to Begin Testing Efficiency of Sewer Collection System 7/7/04
The Town of Holly Springs Public Works Department will be testing the efficiency of the Town’s sewer collection system beginning this summer. The tests will identify any collection system inflow and infiltration problems, such as improperly joined pipes, faulty joints in manhole grouting and illegal storm drain taps. The Town will then work to correct any problem areas, eliminating the recurring costs of treating unnecessary water at the Town Waste Water Treatment Plant.
Town Names Cross Connection Program Coordinator 7/7/04
While not a new face to the Town of Holly Springs, employee Wayne Wilhelm is beginning the fiscal year in a new position. This July 1, Wilhelm became the Town’s first Cross Connection Control Program Coordinator – head of a new initiative to protect the Holly Springs public drinking water supply.

Town Activates New Website 6/28/04
In an effort primarily to improve navigation between web pages, the Town of Holly Springs activated a new website – www.hollyspringsnc.us. The website was activated June 28. While the website contains much of the same content of the original Town website, the navigation and the look of the site are new. And, the website includes a search engine.

Board of Commissioners to Change Name to Town Council 6/16/04
Beginning June 25, the group of elected officials that comprise Holly Springs’ governing body will be referred to by a new name – the Holly Springs Town Council.
Holly Springs to Pave Last Town-Maintained Gravel Road 6/16/04
The Town of Holly Springs will soon begin paving the last Town-maintained gravel road, Estes Lane. The remaining handful of roads in Town that are not paved are either privately owned or state-maintained.
Town Provides Grant Money to Repair Homes 6/8/04
During the last week of June, middle and high school students from states in the central and eastern sections of the country will be visiting Holly Springs to make improvements on three homes as part of World Changers, an international faith-based mission. The Town of Holly Springs is donating up to $9,400 for supplies for the effort.
Sunset Ridge - Gable Ridge Drainage Study 6/8/04
In response to citizen concerns about drainage within the Gable Ridge drainage basin in Sunset Ridge, the Holly Springs Town Council authorized a drainage study and development of drainage basin models. The Town’s consultant will present the scope and findings of the investigation and the models to interested residents located within the basin at a public information and comment meeting June 17 at 5 p.m.
Holly Springs Activates 911 Call Center June 8 6/7/04
On Tuesday, June 8, the Holly Springs will activate its own 911 call center; once activated, when Holly Springs residents inside Town limits dial 911, their calls will be answered by a Holly Springs dispatcher. In addition, the Holly Springs call center will answer emergency cell phone calls within the Town limits.
Town and High School to Share Facilities 6/3/04
The Town of Holly Springs and the Wake County Public School System have adopted a first-of-its-kind joint-use agreement that shares access to particular outdoor recreation facilities at Holly Springs High School, to open in 2006. In exchange for financial assistance in building the fields and maintenance services for those fields, the Town of Holly Springs will have the exclusive use of outdoor recreation facilities during the hours of 6-11 p.m. on weeknights and during weekends when the facilities are not in use by the school.
Town Budget Set for 2004-2005 Fiscal Year 6/3/04
During its June 1 meeting, the Holly Springs Town Council adopted the budget for the 2004-2005 fiscal year. The $11.5 million budget provides for the continued high level of Town services, stores money in reserve funds for future infrastructure expansion and capital improvement projects, and calls for eight new positions. In addition, the utility fund budget will raise the base fee for water and sewer services by $1 each per month.
Town Moves Ahead with Cultural Center Plans 6/2/04
Holly Springs councilmen took the next step toward building a Town cultural center by approving a schematic plan for the building at the June 1 Town Council meeting.

Holly Springs on Track to Update Land Use Plan 5/26/04
As the Town of Holly Springs has grown, the Town landscape has evolved – new roads have been paved, new shopping centers have developed or are in the works, and new subdivisions have been constructed. Along with the Town landscape, Town leaders’ vision for Holly Springs ’ future has also evolved. To reflect the growth and to better plan for the future, the Town is currently in the process of updating its Land Use Plan.
Holly Springs Staffers Appointed to Environmental Committee 5/21/04
Two Holly Springs staff members -- Director of Planning & Zoning Gina Bobber and Town Attorney John Schifano (pictured below) -- have been appointed to serve on the Regulatory Advisory Committee of the North Carolina League of Municipalities (NCLM). This is the first time two staff members from the same municipality will be serving on the committee.

Town Thanks Residents for Recycling Phone Books 5/19/04
The numbers are in! Holly Springs residents recycled 12 tons of phone books at a telephone book recycling station that was set up for two months earlier this year.
Town Receives $750,000 Grant for Reuse Water System Construction 5/14/04
This spring, to provide for the Town’s continuing growth, the Town of Holly Springs began design on an expansion to its wastewater treatment facility. In conjunction with the plant expansion, the Town is working to incorporate components into the wastewater treatment standards to recycle wastewater into irrigation water that will be distributed through a reuse water system. The combined project is expected to cost from $6.5-$8 million. Recently, Holly Springs was awarded a $750,000 federal State and Tribal Assistance Grant from US Representative David Price’s office to help fund the project.
Cross Connection Inspections to Begin 5/7/04
In May, residences with secondary water meters, as well as businesses, will be visited by Town of Holly Springs Cross-Connection Control Coordinator Wayne Wilhelm to make certain devices that prevent water from flowing backward from the property owner’s water supply into the public drinking water supply are in place and in compliance with state law.
Holly Springs Town Hall Wins Award for Enhancing Community 5/4/04
Holly Springs Town Hall was lauded recently by the Triangle Commercial Real Estate Women (CREW) association. The building won the Community Enhancement Award during the 6th annual Triangle CREW Champion Awards ceremony.
Ribbon Cutting to Celebrate Replacement of Bridge Fran Destroyed 5/4/04
To celebrate the completion of a long-anticipated bridge replacement project on Lockley Road in Holly Springs, Town and NC Department of Transportation (DOT) officials are planning a ribbon-cutting ceremony.

Construction on Holly Springs High School to Begin Soon 4/30/04
A groundbreaking ceremony was held this week to kick off construction of Holly Springs High School. The new high school, located off Cass Holt Road, near its intersection with Avent Ferry Road, is scheduled to open for the 2006-2007 school year, adding 1,690 new classroom seats.
Second Annual Kids' Appreciation Day to be Held May 15 4/30/04
With Mother’s and Father’s days just around the corner, it’s only natural to designate a day to celebrate children, as well. Holly Springs Town officials are declaring May 15 the Town’s second annual Kids’ Appreciation Day, and the Holly Springs Kiwanis Club is hosting the celebration from 2-4 p.m. at the Hunt Center, located off Stinson Avenue.
Holly Springs Pre-Budget Public Hearing 4/26/04
Holly Springs Town officials are holding a public hearing for Town residents to present any specific programs, projects or facilities they feel should be funded in the 2004-2005 fiscal year.

Barnard Hired as Park Manager for Bass Lake 4/15/04
The grand opening of Bass Lake Park is more than a month away, but the newly hired park manager, Scott Barnard, already has big plans for the park’s future.
Town Receives Grant to Restore Waterway 4/14/04
The Town of Holly Springs was recently awarded a $200,000 grant from the NC Division of Water Resources to repair a creek that flows through the Remington subdivision. During heavy rains, the creek floods and erodes neighboring property, absorbing pollutants and carrying them downstream to Bass Lake and, eventually, to the Neuse River.
Work on Holly Springs Road Improvements to Begin 4/13/04
Later this month and in May, construction will begin on a number of important Holly Springs road improvement projects, including the widening of both the Holly Springs Road/Main Street and Holly Springs Road/Sunset Lake Road intersections.

Two Batting Cages To Be Built Thanks To Donations 3/22/04
Two batting cages will be built soon at Womble Park, thanks to $1,800 in donations from more than 50 local residents. Within the past couple months, George McGuire, a Holly Springs resident whose children play baseball through the Holly Springs Parks and Recreation Department, organized the fundraising effort for the batting cages.
Holly Springs Joins US Club Soccer, To Offer Challenge Play 3/22/04
March 15, the Holly Springs Parks and Recreation Department was accepted as a member of US Club Soccer, a nonprofit, national organization dedicated to supporting and developing competitive soccer clubs. Historic Wood Salvaged in Addition to Brick Structure 3/19/04
When the building that was to become the new Holly Springs police station was renovated, the entire structure was gutted. Only the outer shell of bricks of Holly Springs ' oldest commercial building remained standing. But, some of the original wood from the building's interior was salvaged, as well – and in a unique fashion.

Kite Flying Demo, Egg Hunt, Concert to be Held April 3 3/11/04
The Spring Fling Concert in the Park, originally scheduled for March 20, has been rescheduled to April 3 and will become part of the Holly Springs Parks and Recreation Department's spring festivities that day. The concert will be held in conjunction with an egg hunt and kite flying event in Parish Womble Park on Saturday, April 3, from 1-4 p.m. The event also includes food and games.
Charlotte's Web to Air in Womble Park 3/11/04
The first community movie night of the year will be held Friday, March 19, in Parrish Womble Park. Charlotte's Web, an animated movie about a spider who vows to save a young pig's life, will be shown on a screen in the band shell.

Reduce Pollution by Preventing Erosion 3/2/04
Sediment is the primary pollutant of our state’s lakes, ponds, streams and wetlands. This type of pollution is caused by erosion, which is carried to our water bodies by storm water runoff. But, runoff from yards and construction sites can be prevented.

Public Invited to Water Storage Tank Ribbon Cutting 2/25/04
Town of Holly Springs officials will be cutting the ribbon on the new water storage tank off Avent Ferry Road at 11 a.m. on March 8, 2004. In addition to remarks by Town Manager Carl Dean and Mayor Dick Sears, Town officials will toast to the Town’s future with water poured straight from the storage tank’s base.
Town Mails Cross Connection Survey to Residents 2/17/04
The Town of Holly Springs recently mailed a survey to Town residents requesting information about facilities, including homes and businesses, that have the potential for their private water systems to cross connect with the public water supply.

Operation Jericho Expands to Include Junk Vehicles 2/10/04
The effort by the Town to improve the appearance of Holly Springs is an ongoing process that has now expanded. Two years ago, the Town began assisting property owners in demolishing and removing their abandoned or dilapidated buildings. Named ‘Operation Jericho,’ this effort resulted in the demolition of 12 buildings and the relocation of three structures. This year, the effort is expanding to include junk vehicles.
Annual Switch in Drinking Water Disinfection Begins March 1 2/10/04
The Town of Holly Springs purchases its drinking water from the EM Johnson Water Plant in Raleigh and the Harnett County Regional Water Plant in Lillington. Due to a change in the water treatment process, which will affect the customers of Holly Springs, we are sending a notice to all our water customers.

Permits Required for Major Home Improvement Projects 1/28/04

Town Hall Closed for Martin Luther King Jr.'s Birthday 1/9/04
Holly Springs Town Hall administration offices will be closed Monday, Jan. 19, in observance Martin Luther King Jr.’s Birthday. Trash and recycling schedules are not affected by the holiday. Monday yard waste customers will be served on Tuesday, Jan. 20.
Town Pursuing Reuse Water System Grant 1/9/04
The Town of Holly Springs recently applied for a grant from the NC Clean Water Management Trust Fund for the first phase of designing and building a reuse water system. Reuse water is specially treated municipal wastewater that is used primarily for irrigation.
Town Moving Forward with Planning Future Cultural Center 1/8/04
When the doors of the future Wake County branch library open in Holly Springs, they will serve as more than the entry to a library. Holly Springs Town staff also is planning on those doors leading into a cultural center that will incorporate cultural arts activities and exhibits. This will mark the first time a Wake County library will share a building with a municipality. Currently, Town staff is seeking public input on what, exactly, that cultural center will offer.
Work on Holly Springs Road Improvements to Begin Soon 1/5/04
The Town is preparing to begin the bidding process for construction of a number of important Holly Springs road improvement projects, including the widening of both the Holly Springs Road/Main Street and Holly Springs Road/Sunset Lake Road intersections.
