Holly Springs Staffers Appointed to Environmental Committee
First Time Two Representatives from Same Town to Serve on Committee

Two Holly Springs staff members -- Director of Planning & Zoning Gina Bobber and Town Attorney John Schifano (pictured below) -- have been appointed to serve on the Regulatory Advisory Committee of the North Carolina League of Municipalities (NCLM). This is the first time two staff members from the same municipality will be serving on the committee.

Bobber was appointed as the NC American Planning Association representative; Schifano is an attorney representative on the committee.

The Regulatory Advisory Committee provides NCLM staff and legislative action committees with guidance on environmental and other regulatory issues affecting local governments. The committee also makes policy recommendations to the Energy, Environment and Natural Resources Committee of the NCLM. The committee, established in 1994, is comprised of up to 30 members and meets six times per calendar year.

“ Holly Springs has been very attuned to environmental issues, and we want to be good stewards to the environment,” Schifano said. “It seems only fitting that Holly Springs has a good representation on this committee.”

Bobber has been planning director for Holly Springs for four years. Her prior experience includes serving as senior planner in the Long-Range Planning Division with the Town of Cary for two years. She served as assistant Town manager for three years in Plainfield, In. and has also worked as the commercial development block grant planner for Orland Park, Ill. She holds bachelor’s degrees in urban planning and development and in environmental design from Ball State University in Indiana. Bobber also is a member of the American Institute of Certified Planners.

Schifano moved to Holly Springs in 1998 and served as a Town councilman from 1999-2003, when he resigned to accept a position on staff as the Town attorney. He holds a bachelor’s degree in political science with minors in history and criminal justice from the University of North Carolina at Charlotte. Prior to graduate school, he worked as systems administrator for the federal court in Charlotte. Schifano graduated law school at the University of North Carolina at Chapel Hill in 2000 and held a private practice for two years in Holly Springs, where he dealt with environmental issues, contesting a proposed solid waste landfill in Town.
