5. PUBLIC COMMENT PERIOD: Notes on the Comment Period -- Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 15 minutes or less.  Citizens should sign up with the Town Clerk to speak prior to the start of the meeting.  Although the Council is interested in hearing your concerns, speakers should not expect Council action or deliberation on subject matter brought up during the Public Comment segment.  Topics requiring further investigation will be referred to the appropriate town officials or staff and may be scheduled for a future agenda.  Thank you for your consideration of the Town Council, staff and other speakers.

6. REQUESTS AND COMMUNICATIONS:

a.  Consider request regarding the annual Citizen of the Year award.  (Attachment #1)

b.  Consider citizen request for changes to the community agency grant application review process.  (Attachment #2)

7. CONSENT AGENDA (Attachments 3a-3f):

a.  Approve minutes of the Council’s regular and special meetings held in October 2010.  (Attachment #3a)

b.  Receive monthly report of amendments to the FY 2010-11 budget approved by the town manager.  (Attachment #3b)

c.  Approve closing Town Hall and Town facilities from 11:30 a.m. to 1 p.m. Thursday, Dec. 16 for the Town’s employee holiday luncheon.

d.  Adopt Resolution 10-33 declaring certain personal property to be surplus to the needs of the Town and authorizing the disposal of said property.  (Attachment #3d)

e.  Approve amendment to the FY 2010-11 budget in the amount of $40,000 to allocate funds for developing the Town’s Bicycle Transportation Plan as previously approved.

8. NEW BUSINESS:

a.  Consider to enter municipal agreement with the North Carolina Department of Transportation to receive grant funding in the amount of $640,000 for the development of environmental planning and permitting documents in the Main Street Extension project.  (Attachment #4)

b. Consider professional services contract for Main Street Extension project.
