5. PUBLIC COMMENT PERIOD: Notes on the Comment Period -- Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 15 minutes or less.  Citizens should sign up with the Town Clerk to speak prior to the start of the meeting.  Although the Council is interested in hearing your concerns, speakers should not expect Council action or deliberation on subject matter brought up during the Public Comment segment.  Topics requiring further investigation will be referred to the appropriate town officials or staff and may be scheduled for a future agenda.  Thank you for your consideration of the Town Council, staff and other speakers.

6. REQUESTS AND COMMUNICATIONS:

a.  Motion to extend the expiration of a policy change to allow the payment of fees in lieu of land dedication at the time of building permit instead of at the time of plat recordation.  (Attachment #1)

b.  Receive report of results of the 2010 Census (Attachment #2)

c.  Receive report from Rex Healthcare regarding application for hospital beds for Holly Springs.  (Attachment #3)

7. PUBLIC HEARING:

a.  To receive comments from the public prior to formulation of the FY 2011-12 budget.  (Attachment #4)

8. CONSENT AGENDA (Attachments 5a-5d):

a.  Approve minutes of the Council’s regular meeting held March 1, 2011.  (Attachment #5a)

b.  Receive monthly report of amendments to the FY 2010-11 budget approved by the town manager.  (Attachment #5b)

c.  Adopt amendment to the FY 2010-11 budget in the amount of $225,000 to purchase land adjacent to Bass Lake Park. (Attachment #5c)

d.  Approve release of unneeded portion of waterline easement with authority for the Mayor to execute the easement release form.  (Attachment #5d)

9. NEW BUSINESS:

a. Consider awarding construction bid to low bidder J.W. Grand Inc. for the Phase 3 sidewalk construction project in the amount of $95,722.10 and approving $105,295 for construction plus contingency.  (Attachment #6)

b.  Consider bids received for the Main Street South sidewalk project.  (Attachment #7)

c.  Consider amendment to the stream repair construction administration contract with Kimley-Horn and Associate in the amount of $16,600.  (Attachment #8)

d.  Consider awarding construction bid and funding for Green Oaks Parkway stream repair construction.  (Attachment #9)
