5. PUBLIC COMMENT PERIOD: Notes on the Comment Period -- Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 15 minutes or less.  Citizens should sign up with the Town Clerk to speak prior to the start of the meeting.  Although the Council is interested in hearing your concerns, speakers should not expect Council action or deliberation on subject matter brought up during the Public Comment segment.  Topics requiring further investigation will be referred to the appropriate town officials or staff and may be scheduled for a future agenda.  Thank you for your consideration of the Town Council, staff and other speakers.

6. REQUESTS AND COMMUNICATIONS:

a.  Receive report from the Holly Springs Food Cupboard.  (Attachment #1)

b.  Receive report from the Parks and Recreation Advisory Committee.  (Attachment #2)

7. CONSENT AGENDA (Attachments 3a - 3k):

a.  Approve minutes of the Council’s regular meeting held Feb. 15, 2011.  (Attachment #3a)

b.  Adopt amendment to the FY 2010-11 budget in the amount of $104,755 to cover costs of telephone / network system lease.  (Attachment #3b)

c.  Adopt amendments to the FY 2010-11 budget in the amounts of $147,000 and $30,015 to cover costs of Phase III sidewalk work.  (Attachment #3c)

d.  Adopt amendment to the FY 2010-11 budget in the amount of $250,000 to receive Community Development Block Grant funds.  (Attachment #3d)

e.   Adopt amendment to the FY 2010-11 budget in the amount of $12,360 to receive insurance proceeds for damaged police vehicle.  (Attachment #3e)

 f.  Adopt amendments to the Town’s reclaimed water program ordinance.  (Attachment #3f)

g.  Adopt amendment to the Friendship Road utility project engineering contract.

h.  Award bid to MacThrift Office Supply in the amount of $61,479.62 for furniture, fixtures and equipment in the new Hunt Center.  (Attachment #3h)

 i.  Award bid to LifeFitness in the amount of $156,017 for furniture, fixtures and equipment, including delivery and sales tax, in the new Hunt Center fitness room.  (Attachment #3i)

 j.  Award bid to Rustin Paving Company in the amount of $165,551.92, inclusive of 5% contingency, for the 2011 Street Improvement Project.  (Attachment #3j)

k.  Approve amendment to NCDOT sidewalk project agreement to extend the completion date.  (Attachment #3k)

8.  NEW BUSINESS:

a.  Consider adoption of a policy on contracts allowing administrative approval for those amounting to $15,000 or less in budgeted funds.  (Attachment #4)

b.  Consider approval of financing for $365,000 for a new fire truck via the adoption of appropriate banking resolutions.  (Attachment #5)
