5. PUBLIC COMMENT PERIOD: Notes on the Comment Period -- Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 15 minutes or less.  Citizens should sign up with the Town Clerk to speak prior to the start of the meeting.  Although the Council is interested in hearing your concerns, speakers should not expect Council action or deliberation on subject matter brought up during the Public Comment segment.  Topics requiring further investigation will be referred to the appropriate town officials or staff and may be scheduled for a future agenda.  Thank you for your consideration of the Town Council, staff and other speakers.

7. REQUESTS AND COMMUNICATIONS:

a.  Receive report that the Town’s Standard & Poor’s bond rating has been elevated to AA.  (Attachment #2)

8. PUBLIC HEARING:

a.  To accept sworn testimony in the matter of Special Exception Use Petition 10-SEU-06, 209 W. Elm Avenue to allow a family child care.  (Attachment #3)
Action:  Consideration of the findings of fact.
Action:  Consider approval of Special Exception Use 10-SEU-06

9. CONSENT AGENDA (Attachments 4a-4c):

a.  Approve minutes of the Council’s regular meetings held Jan. 18 and Feb. 1, 2011.  (Attachment #4a)

b.  Receive monthly report of amendments to the FY 2010-11 budget approved by the town manager. (Attachment #4b)

c.  Approve contract with Wake County Board of Elections for the 2011 municipal election.  (Attachment #4c

10.  NEW BUSINESS:
a.  Consider bids and award contract for new phone system.  (Attachment #5)
