5. PUBLIC COMMENT PERIOD: Notes on the Comment Period -- Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 15 minutes or less.  Citizens should sign up with the Town Clerk to speak prior to the start of the meeting.  Although the Council is interested in hearing your concerns, speakers should not expect Council action or deliberation on subject matter brought up during the Public Comment segment.  Topics requiring further investigation will be referred to the appropriate town officials or staff and may be scheduled for a future agenda.  Thank you for your consideration of the Town Council, staff and other speakers.

6. SPECIAL PRESENTATIONS:

a.  Presentation of proclamation designating April as Fair Housing Month.  (Attachment #1)

b.  Presentation of proclamation designating April 16 as Teen Dating Abuse Awareness Day. (Attachment #2)

 

7. REQUESTS AND COMMUNICATIONS:

a.  Consider adoption of Resolution 11-09 supporting Novant Healthcare application for a Certificate of Need for hospital beds in Holly Springs.  (Attachment #3)

7b.  Receive a report on the Southwest Area Study for transportation.  (Attachment #4)

8. CONSENT AGENDA (Attachments 5a - 5e): 

a.  Adopt Resolution 11-07 directing the town clerk to investigate the sufficiency of annexation petition A11-01 and setting a public hearing on the question of annexation for Tuesday, April 19, 2011.  (Attachment #5a)

b.  Adopt Resolution 11-08 updating the Town’s hazard mitigation plan.  (Attachment #5b)

c.  Adopt amendment to the FY 2010-11 budget in the amount of $970 to receive insurance proceeds for a damaged vehicle.  (Attachment #5c)

d.  Adopt Resolution 11-10 declaring surplus property.  (Attachment #5d)

e.  Approve the purchase of materials and installation of a 12-inch waterline along Irving Parkway Extension.  (Attachment #5e)

9.  NEW BUSINESS:

a. Consider retaining The Wooten Company to provide professional services in the Bass Lake enhancement project. (Attachment #6)
