VI. PROCEDURES

A. RESOURCE ALLOCATION
Management shall schedule production personnel, equipment and air time according
to priorities set forth in paragraph III. B. above.

B. PROGRAM ORIGINATION
Design and development of programs produced by HSTV shall be the responsibility of
originating department(s), in consultation with HSTV staff. While the originating
department(s) shall be responsible for content, HSTV staff shall be responsible for
presentation.
HSTV staff is authorized to originate programming leads and to follow through with
production and scheduling, provided that no audio or video production shall be
initiated by HSTV staff until written objectives and a script are completed and
"signed off" by the associated department director(s.)

C. SCRIPTING
Preparation of a program script shall be the responsibility of originating departments,
in consultation with HSTV staff.

D. EDITING POLICY
1. Town meetings – Any Town meeting cablecast shall not be edited nor
subjected to editorial comment. Meetings coverage shall be from gavel
to gavel. Meetings may be re-cablecast, and always in their entirety.
2. Department Programs – Any program recorded by HSTV-11 may be modified or
edited as appropriate except as discussed in Paragraph 1 above. HSTV shall have
the right to edit copy without changing content if such copy does not meet
professional journalistic and broadcast standards. Copy editing shall be performed in
a consultive/collaborative spirit with the initiating department whenever practical.
3. Bulletin Board – Messages programmed into the bulletin board portion of HSTV-11
may be submitted by appropriate user departments, agencies, etc. Editing by the
Town Clerk’s staff to provide clarity and maximum utilization of pages available may
be required and is authorized.
4. Outside Sources -- The Town of Holly Springs shall not be held responsible for the
accuracy of any information cablecast over the channel that was submitted by
outside sources.
