IV. PROGRAMMING POLICIES
The programming policies shall be established to provide town residents with
direct, non-editorial information concerning government deliberations, services,
programs and activities, and also to provide educational and public information
materials sponsored by the Town of Holly Springs. HSTV-11 is not intended as a
political forum nor as a mechanism for building support for a particular policy,
program or issue not supported by a majority of the Holly Springs Town Council.

A. ALLOCATION OF RESOURCES
Scheduling of production personnel and air time will be governed by the priorities set
forth in paragraph III. B. above and at the discretion of HSTV Management.

B. EXCLUSIONS
HSTV shall not air programming containing:
1. Libelous statements or matter,
2. Copyrighted material without appropriate releases or permissions,
3. Obscene or indecent material as defined by community standards,
4. Commercial material,
5. Political programming as set forth below,
6. Material submitted for cablecast which does not meet professional broadcast
production standards in quality of picture, sound, and technical or editorial
execution,
7. Any other material inappropriate to the mandate, mission, goals, and
priorities of HSTV.

C. POLITICAL PROGRAMMING
HSTV shall not cablecast political programming or campaigning by, or on behalf of,
any candidate for public office. No political programming will be permitted on HSTV
with the exception of providing factual information on any ballot issue directly
affecting Holly Springs citizens.
Any use of any type of HSTV by elected officials seeking reelection and candidates
seeking election is prohibited for a period of ninety (90) days prior to the election
date, except in balanced, nonpartisan open-forum programming formats or regularly
scheduled and duly-called special Town Council meetings.
There shall be no exceptions to this policy except with the expressed approval of the
Holly Springs Town Council.

D . NON-DISCRIMINATION POLICY
Programming on HSTV shall depict people in a manner which does not discriminate
or foster discrimination on the basis of race, color, creed, religion, national origin or
ancestry, familial status, age, gender, disability, marital status, status with regard to
public assistance, Vietnam Era or disabled veteran status, sexual orientation or
medical condition.

E. PROMOTIONS
Promotional announcements for Town-sponsored events, programs, and activities
will be cablecast by HSTV-11. Promotional announcements for events, charities or
outside organizations in which the Town has no official interest or sponsorship shall
not be permitted.
