III. GOALS AND PRIORITIES

A. GOALS

The goals of HSTV are:

1. To provide comprehensive information about programs and services offered to Holly Springs residents by Town departments and facilities;
2. To promote the Town of Holly Springs.
3. To boost attendance at Town meetings and events and to increase participation in programs;
4. To provide information and programs to Holly Springs residents from other local, state, and federal governmental entities;
5. To provide information on the activities of the legislative and advisory bodies of the Town of Holly Springs;
6. To have another outlet for emergency communications with the public in the event of disaster or widespread service disruption.
7. To increase public awareness and understanding of the structure, functions, services, resources, and activities of the Town of Holly Springs and of public issues;
8. To foster and enhance communication between the Town and citizens;
9. To stimulate citizen participation in the decision-making process of Holly Springs government;
10. To enhance the quality of life in Holly Springs through television programming that contributes to making Holly Springs a better place to live;
11. To insure that HSTV programming meets a journalistic standard of unbiased non-partisanship;
12. To ensure that HSTV programming and operations meet ethical, professional and broadcast-quality technical, production and artistic standards.

B. PRIORITIES

In providing each day the maximum practicable number of hours of on-air programming of value and interest to the public, the following priorities for use of personnel and equipment resources of HSTV are established:

1. Emergency communications with the public in the case of disaster, widespread service disruption or other event demanding the public’s attention;
2. Live and delayed coverage of local government public meetings; 3. Government-sponsored programs and activities that affect or interest the public;
4. Informational and entertaining programming on local government activities;
5. Bulletin board announcements containing information pertinent to the public;
6. Acquired programming consistent with the mission statement and goals of HSTV.
