II. THE GOVERNMENT ACCESS CHANNEL

A. DESIGNATION
The Government Access Channel for the Town of Holly Springs is provided by Time Warner Cable Company on Channel 11 and shall be designated "HSTV-11" or "HSTV" or “HS-11;” hereafter referred to in this document as "HSTV."

B. OPERATION
The Government Access Channel for the Town of Holly Springs is operated by the Communications and Information Offices of the Town Clerk’s Department.
Programming Input is provided by Town staff members and citizens.
Routine Programming Decisions are provided by the Town Clerk’s Department.
Non-routine Programming Decisions are provided by the management team as described below.
Production is provided by staff of the Town Clerk’s Department with assistance of other Town staff members.
Direction for Operations is provided by a Channel Management team made up of the Town Manager, Assistant Town Manager and Town Clerk with legal overview of the Town Attorney.
Policy for HSTV is provided by the Holly Springs Town Council.

C. MISSION STATEMENT
HSTV is a Government telecommunications facility established to promote an informed public. It is a means through which the Town government and the public communicate. HSTV's guiding principle shall be to serve the "public interest, convenience and necessity."
