I. STATEMENT OF PURPOSE

Holly Springs TV Channel 11 (HSTV-11) is established by the Holly Springs Town Council to provide citizens with television programming that is newsworthy, educational and entertaining and with the purpose of having another means of communicating information from the government to the public.

Initially, programming will be available only to Time Warner Cable company customers. Subsequent early phases of the Channel’s development call for HSTV-11 programming to be made available to all other Holly Springs citizens via the Town’s website.

The purpose of this document is to implement policy on programming, grievance procedures, operational criteria and the role of HSTV-11 in all politically-oriented programming; in pursuing diversified programming of value and interest to residents; in ensuring policy and recommendations consistent with the FCC rules for a cable broadcasting station and in developing annual policy recommendations for approval of the Town Council.

To those ends, this document is intended to clarify functions and services of HSTV- 11, provide operational direction for Channel Management and Staff, define access and exclusions and establish procedures for conflict resolution, grievances and controversial issues.

Channel Management includes the Town Manager and Town Clerk, who shall implement all policies and procedures approved by the Town Council.
