Addressing the Town Council The Holly Springs Town Council welcomes public comments; however, many citizen concerns do not require council action. To most effectively address the Town Council when a concern or issue requires council consideration, citizens must request in writing to appear on the agenda. The Holly Springs Town Council meets at 7 p.m. the first and third Tuesday of each month. Prior to each meeting, council members receive a packet of supporting information for items of business that are scheduled for discussion and action. In the days before the meeting, council members can review all pertinent information and be better prepared to make a decision on Tuesday evening. In order to prepare that agenda packet, administrative staff needs all information at least 11 days prior to a council meeting. In other words, information for a preferred Tuesday night must be in the Town Clerk office before 5 p.m. two Fridays preceding the council meeting. This gives Town staff a full work week to devote to your request before the meeting night.
Example: The sample calendar above illustrates how a request should be submitted by 5 p.m. Friday, the 4th, for consideration for placement on the Tuesday, the 15th, council meeting. In some cases, concerns can and should be addressed quickly and efficiently on the staff level, eliminating the delay in waiting for a council meeting to take place. Daily operations of the Town are handled by the Town manager and various departments. If your request topic requires council consideration, it will be promoted through the necessary channels and placed on an agenda. Note that request topics involving ordinance changes, new legislation or funding may require more than one week of staff work and may be delayed slightly, according to the circumstances. Requested topics that do not require council consideration will be not be placed on a meeting agenda. Instead, these requests will be addressed by those assigned to the subject area of concern: Town staff, another governmental unit, another governing body, etc. All requests will receive appropriate and prompt attention.
