Special Meeting

Nov. 29, 2005

 

The Holly Springs Town Council met in a duly-called special meeting on Tuesday, Nov. 29, 2005, in the Holleman Room of Holly Springs Town Hall, 128 S. Main Street.  Mayor Dick Sears presided, calling the meeting to order at 6:55 p.m.  A quorum was established as the mayor and three board members were present as the meeting opened. 

 

Board Members Present:  Councilmen Parrish Womble, Chet VanFossen, and Hank Dickson, and Mayor Sears.

 

Board Members Absent: Councilmen Peter Atwell and Ernie Pearson, (arrived at shortly after the meeting began.)

 

Staff Members Present: Carl Dean, town manager; Charles Simmons, assistant town manager; Joni Powell, town clerk (recording the minutes); Linda Harper, deputy town clerk; Jenny Mizelle, director of economic development; and John Schifano, town attorney.

Others Present:  Councilman-elect Vinnie DeBenedetto.

 

The purpose of the meeting was to provide an economic development update to the Council, to receive input from Council for the 2006 winter retreat and to receive input from Council on the proposed Town Council Procedures Manual.

            As the meeting opened, the Council entered into Closed Session.

            Action:  The Council approved a motion to enter into Closed Session, pursuant to G.S. 143-318.11(a)(4) to discuss details of a proposed new industry’s potentially locating in Holly Springs.

            Vote:  Unanimous

 

General Account Closed Session -- November 29, 2005

In Closed Session, the Town Council discussed what economic development incentives, if any, would be offered to a potential new industry.  Council provided direction and authorized the Town Manager and the Director of Economic Development to proceed in accordance with the Town’s policy statement on economic development incentives.

            Action:  The Council approved a motion to return to Open Session.

            Motion By:  Dickson

            Second By:  VanFossen

            Vote:  Unanimous.

 

            During the Closed Session discussion, Councilman Womble left the meeting.  A quorum of the Council remained.  Present were Councilmen Pearson, VanFossen, Atwell and Dickson and Mayor Sears.

            In Open Session, the Council excused Councilman Womble from the meeting.

            Action:  The Council approved a motion to excuse Councilman Womble from the meeting.

            The Council then addressed provisions of the proposed Holly Springs Town Council Procedures Manual.  Members gave input into changes that could be made to the draft.  The draft was then amended and provided for consideration in December.

            The Council then scheduled their 2006 Winter Retreat.  A majority of the Council indicated a desire to hold the retreat at Pine Needles Lodge in Southern Pines rather than in town or at Rose Hill Plantation.  The Council said the Pine Needles accommodations were uniquely suited for the long work session.

            The Council discussed possible dates for the retreat and finally settled on Friday through Sunday, Feb. 10-11, 2006.

            Mr. Dean said that two of the topics of the work session would be the FY 2006-07 operating budget and the updated Capital Improvements Plan.  He asked that Council members email other topics for the retreat to the town clerk by Jan. 17, 2006.  From those topics, he said, an agenda and a packet of supporting materials would be prepared.

 

Adjournment:  There being no further business for the evening, the Nov. 29, 2005, special meeting of the Holly Springs Town Council was adjourned at 9:05 p.m. following a motion by Councilman Dickson, a second by Councilman VanFossen and a unanimous vote.
