Board of Commissioners Continued Meeting

MINUTES

 

The Holly Springs Town Board of Commissioners met in special-called session on Thursday, July 25, 2002 in the fellowship hall at the United Methodist Church, located at 108 Avent Ferry Road.  Mayor Dick Sears presided, calling the meeting to order at approximately 6:00 p.m.  A quorum was established as the mayor and four board members were present as the meeting opened.

 

Board of Commissioners Members Present:  Commissioners Steve Tedder, John Schifano, Chet VanFossen and Hank Dickson and Mayor Sears.

 

Board Members Absent: Commissioner Peter Atwell

 

Planning Board Members Present:  Glenn Myrto, Lisa Martin, Jonathan Gibbons.

 

Board of Adjustment Members Present:  Wallace Ponder, Ernestine Corbin, Cynthia Gibbons, Julie Woodcock.

 

UDO Steering Committee Members Present:  Bill Shankle.

 

Commercial Corridor Growth Committee Members Present:  John Wood, Larry O’Neal, Richard Gallo.

 

Staff Members Present: Carl G. Dean, town manager; Chuck Simmons, assistant town manager; Linda Harper, deputy town clerk; Stephanie Sudano, director of engineering; Kendra Thompson, senior engineer; Derek Baker, engineering technician; Rodney Campbell, lead development inspector/plans reviewer; Jennifer Mizelle, director of economic development; Gina Bobber, director of planning and zoning; Alysia Bailey, town planner; Preston Short, code enforcement officer and Beth Trautz, administrative assistant; Cindy Ostman, administrative assistant; and Len Bradley, parks and recreation director.

 

The purpose of the meeting was to hold a Unified Development Ordinance workshop.  Ms. Bobber introduced Eugene Valanzano the consultant from Baker & Daniels, 600 E 96th Street, Suite 600, Indianapolis, IN  46240, who presented the proposed Unified Development Ordinance. 

 

Mr. Valanzano presented a power point presentation and in that presentation, he summarized the following topics:

 

        UDO philosophy;

        Implementation of plan;

        Residential districts;

        Commercial districts;

        Industrial districts;

        Other districts;

        Quality development;

        Basic standards for single family and multifamily residential developments;

        Basic standards for commercial/mixed use, neighborhood village and town village, and industrial;

        Primary building materials and features;

        Landscaping – perimeter yards, 100’ increments requirement, and types of landscaping designs, (type A-open, type B-semi opaque and type C-opaque), plant unit value; interior parking areas; foundation screening;

        Signs, content neutral and sign zones; prohibited signs;

        Lighting fixture types;

        Flexibility of the UDO; allows residential development incentives, alternate development standards, waivers and expanded accessory use provision for commercial/mixed use and industrial;

        Residential development incentives; lot size reductions, maximum density;

        Architectural and site design regulations and waivers;

        Implementation of waivers; findings for waivers;

        Accessory uses;

        No unreasonable burden;

        Combined  review procedures;

        Powers delegated;

        Decision matrix;

 

Board members asked questions about the proposed Unified Development Ordinance, and there were discussion between staff and Mr. Valanzano.  Ms. Bobber reviewed the schedule of adoption of the UDO and Zoning Map.


 

Following directions given at the UDO workshop, the Planning Director will make adjustments to the proposed UDO for presentation at a public hearing on the final adoption of the UDO. 

 

Adjournment – There being no further business for the evening, the July 25, 2002 UDO workshop of the Holly Springs Board of Commissioners, Planning Board, Board of Adjustments, UDO Steering Committee and Commercial Corridor Growth Committee was adjourned at 9:00 p.m.
