Town of Holly Springs MINUTES The Holly Springs Town Board of Commissioners met in a duly-called Special Session on Thursday, March 15, 2001 in the Town Board meeting chambers, located in Town Hall, 128 S. Main St. Mayor Parrish L. Womble presided, recalling the meeting to order at 6:05 p.m. A quorum was established as the mayor and four board members were present as the meeting opened. Board Members Present: Commissioners Tim Sack, John Schifano, Chet Van Fossen, and Peter Atwell and Mayor Womble. Board Members Absent: Commissioner Hank Dickson Staff Members Present: Ricky Blackmon, interim town manager; and Joni Powell, town clerk (recording the minutes). Action: : Pursuant to G.S. 143-318.11(a)(5) and (6), the Board approved a motion to enter Closed Session for the purpose of discussing the qualifications of an applicant for the position of town manager and to discuss terms of a potential employment contract.Motion By: Sack Second By: Atwell Vote: Unanimous General Account of Closed Session: The Board discussed the qualifications of its top candidate for the position of town manager and came to an agreement as to potential employment terms. The Board also spoke by phone with the candidate to determine whether or not further negotiations would be needed. The candidate agreed to preliminary terms. No action was taken other than a motion to return to Open Session. - End of General AccountAction Taken: The Board approved a motion to reenter Open Session. Action Taken:: In Open Session, the Board approved a motion to extend an offer of employment effective April 9, 2001 to Carl G. Dean for the position of town manager at an annual salary of $80,000 and with other considerations enumerated in the employment/separation agreement.
