Development Ordinances & Policies

Below are ordinances and policies of the Planning & Zoning Department. Click on a link to download the policy.

Vision Holly Springs: The Town's Comprehensive Plan

Vision Holly Springs, the Town's Comprehensive Plan, serves as a policy guide on future land use; transportation; parks, recreation and open space; community character; business development; community facilities; infrastructure and utilities; and natural resources. The Comprehensive Plan is the primary tool that the Town staff, Planning Board and Town Council use in deciding priorities for public investment. Paper copies are available from the Department of Planning & Zoning for a fee to cover printing costs.

Vision Holly Springs was adopted in November 2007. Since then, the Town Council has approved revisions to ensure the plan promotes development envisioned for Holly Springs. Periodically, the Department of Planning & Zoning produces amendment supplements with these modifications. The department recommends that you download them or purchase printed supplements to keep your copy of the Comprehensive Plan current.

Unified Development Ordinance (UDO)

    The Unified Development Ordinance, commonly known as the UDO, is a single ordinance that encompasses the Town’s development regulations for new subdivisions and provides detailed zoning regulations that specify the permitted uses, building setbacks, architectural/aesthetic requirements, landscaping, signage and other development requirements for all properties within the Town’s planning jurisdiction. The UDO can be downloaded by clicking the link above or can be purchased for a fee to cover the Town’s printing costs from the Department of Planning & Zoning.

    The UDO was adopted in October 2002, and became effective Nov. 8, 2002. Since its adoption, the Town Council has approved many revisions to the ordinance to ensure that the regulations produce the development envisioned for the Town and that the procedures work smoothly. Periodically, the Department of Planning & Zoning produces amendment supplements with these modifications that can be downloaded for free or purchased from the Department of Planning & Zoning. If you have purchased a copy of the UDO, it is recommended that you either print copies of the amendment supplements from our web page or purchase the amendment supplements to keep your printed copy current.

Development Procedures Manual (DPM)

    The Development Procedures Manual (DPM) is used to supplement the Unified Development Ordinance (UDO) and serves as a guide for the development community. It provides information about submittal requirements for the various types of development petitions including rezoning, subdivision, development plan, construction drawing review, final plats, and certificate of occupancy. It also includes application packets and review schedules. The DPM can be downloaded by clicking the link above, or it can be purchased from the Department of Planning & Zoning for a fee to cover the Town’s printing costs.

    The DPM was adopted November 8, 2002, by the Town Council to establish the Town’s development review procedures. Since its adoption, there have been many revisions to the DPM policies to ensure that the procedures work smoothly and to follow the procedures utilized by staff. Periodically, the Department of Planning & Zoning will produce amendment supplements with these modifications. The supplements can be downloaded for free or purchased from the Department of Planning & Zoning. Master Sign Plans

    Master sign plans are intended to promote consistency among signs and enhance the compatibility of signs with the architectural and site design features of a development.

    The provisions of a master sign plan must be met in addition to the general sign regulations specified in UDO Section 7.03 Sign Regulations. A master sign plan includes information about sign locations, type, materials, size and number, style and color, illumination, and landscaping.
