Environmental Impacts of Future Town Growth
Secondary and Cumulative Impacts Master Mitigation Plan

The Town of Holly Springs has developed a Secondary and Cumulative Impacts Master Mitigation Plan. The objective of the plan is to provide a holistic review of the environmental impacts associated with planned land use changes and infrastructure projects required to accommodate future population growth. The plan identifies the growth-related environmental impacts associated with the Town's plans for expanding water, sewer and transportation facilities, and the programs in place that mitigate the identified impacts.

Separate environmental documents that follow North Carolina Environmental Policy Act (NCEPA) requirements will be prepared to address the direct impacts of individual infrastructure projects implemented by the Town. These environmental documents will reference the plan for secondary impacts.

The Town has partnered with the North Carolina Department of Environment and Natural Resources (NC DENR) on development of this plan. This planning process will aid the Town, state and federal review agencies in the environmental review process by allowing a comprehensive review of growth impacts, improving efficiency of document production for local governments, and improving efficiency of agency review of NCEPA documents.

The Town has entered into a memorandum of agreement with NCDENR about the use of the documents. The memorandum describes the background of the mitigation plan process, reporting requirements, period of applicability for the plan (10 years), and the circumstances under which the plan would be updated sooner.

Copies of our mitigation plan and memorandum may be viewed at the Eva Perry Library in Apex, at 2100 Shepherds Vineyard Drive or in the Town Clerk's office in Holly Springs Town Hall at 128 South Main Street.
