Town Clerk Staff Joni S. Powell, CMC, is Town Clerk of Holly Springs and has served in this capacity since November 1994. She is assisted by Deputy Town Clerk Linda R. Harper, who was hired to this new position in September of 2001. The Town Clerk's Office is located in Town Hall, 128 S. Main Street. Office hours are 8 a.m. to 5 p.m. Monday through Friday. Mrs. Powell is a Certified Municipal Clerk, which means she completed the educational, professional development and professional service requirements of the International Institute of Municipal Clerks to achieve the CMC designation. She also has completed the entry level requirements to eventually earn the Master Municipal Clerk (MMC) designation, a process that takes a minimum of eight years as a municipal clerk progresses through entry-, first-, second- and third-level designations. Before entering the MMC program, a clerk must first earn the CMC title. Mrs. Harper came to the Town Clerk's Office as deputy in the fall of 2001 after the new position was approved by the Town Council in the FY 2001-02 budget. Mrs. Harper has been employed with the Town of Holly Springs since October, 1997, having worked in the Planning & Zoning Department as an administrative assistant and then as an office manager in the Town's Engineering Department. The Town Clerk's Office can provide general information on Town government, the Town Council and their actions by telephone or e-mail. The Town Clerk also can assist residents in registering to vote with the Wake County Board of Elections. Voter registration forms are available in the Clerk's Office and can be used to register, change address or change party affiliation.
