Advisory committees and boards offer citizens a chance to be involved in the Town's decision-making processes, by directly advising the Town Council.

Department of Planning & Zoning

Board of Adjustment

The Board of Adjustment conducts public hearings and renders rulings on variances from the Town’s zoning regulations, appeals to zoning decisions made by the Department of Planning and Zoning staff, and appeals of determinations made by the Environmental Appeal Committee.

Planning Board

The Planning Board reviews and makes recommendations to the Town Council on all proposals for rezoning, various development-related requests, and amendments and additions to the Town’s zoning regulations and comprehensive plan. The Planning Board has no judicial or final decision authority but provides guidance to the Town Council on those requests.

Technical Review Committee

The Technical Review Committee (TRC) is comprised of the town manager; assistant town manager; directors of Planning and Zoning, Engineering, and Parks and Recreation; and representatives from the Town Council and Planning Board. The TRC is responsible for the review and approval or denial of non-gateway, non-residential projects.

Parks and Recreation Advisory Committee

The Parks and Recreation Advisory Committee advises the Town Council and the Parks and Recreation Department. It serves as a liaison between the Town and the citizens of Holly Springs and the surrounding area.

Holly Springs Tree Board

Holly Springs is forming a Tree Board that will provide:

  • guidance about how Holly Springs can maintain good standing with Tree City USA standards
  • assistance in planning an annual Arbor Day event
  • assistance with public information initiatives helping residents understand how to maintain trees and tree preservation areas
  • recommendations on methodology and criteria for the removal and replacement of missing, dead or diseased street trees (those planted between sidewalks and town streets) 
  • recommendations on criteria for managing perimeter yard landscapes (those that provide town-required buffers between different developments) and required tree preservation areas.
